Detail of Landfill and Solid Waste Services
Landfill Monitoring Services
When looking for a site to construct a new landfill, one of the first steps is performing a Site Suitability Study (including a Hydrogeological Assessment). Factors assessed in a Site Suitability Study include Zoning Restrictions, Buffer requirements, Wetlands, Flood-prone areas, Distance to sensitive areas (e.g., airports, national historic sites, groundwater recharge areas, water supply wells, etc.), and location in relationship to County boundaries. The Hydrogeological Assesment portion of the study details groundwater conditions at the site (depth, flow direction, flow rate, etc.). These data are used to assess the level of risk associated with constructing and operating a landfill at the proposed site and to guide the design of such a facility so as to minimize risks. Guidelines for performing Site Suitability Studies in
Georgia are found in Circular 11. Guidance documents for other southeastern states are similar.
AEM has performed numerous Site Suitability Studies in the southeast for both new and existing solid waste facilities. AEM performed these studies for Cook County, Dodge County, Evans County, Telfair County, and others.

Monitoring Plans are typically prepared as part of the permit application for a solid waste disposal facility. AEM designs systems to monitor groundwater, surface water, landfill gas (methane), leachate, permeate, underdrains, odors, and any other media likely to be impacted by the proposed landfill operation. Our systems are designed to provide the client with legally defensible data in an economical manner.

After our monitoring systems are approved by the regulators, AEM uses a subcontract drilling firm to install the monitoring wells. AEM personnel supervise the drilling firm and document the process to ensure that the monitoring systems are installed in accordance with the design documents. All monitoring system installations are certified by the Professional Engineer or Professional Geologist. We also provide installation services for systems designed by others.
As part of an installation project, AEM personnel develop groundwater monitoring wells to ensure that these monitoring points provide the most representative data possible. Proper development of a groundwater monitoring well is time-comsuming (often requiring six hours or more per well) but can greatly reduce the number of false-positives detected at our clients´ facilities. Getting it right the first time prevents wasted time and money down the road.

Environmental monitoring has long been AEM´s trademark service. Over the years we have worked with regulators to develop report formats that provide the required data in a concise and easy-to-understand format.
AEM always strives to provide a value-added service. This goal is reflected in our monitoring reports. While complete laboratory reports are included, the data are also tabulated to allow for quick reviews. We also interpret the data, assess potential problems, and provide recommendations for changes needed to mitigate such problems. Statistical analyses and potentiometric surface maps are standard items in our monitoring reports.
We maintain databases of water monitoring and landfill gas (methane) monitoring results for each facility that we monitor. These databases allow us to easily keep an eye on trends occuring at a facility and head-off problems early. These databases remain the property of the client and, should a client decide to use a different consultant, we gladly transfer the data as the client directs.

If monitoring results indicate a potential impact to media at a facility, AEM will reevaluate the results obtained from the facility to identify any potential false-positives. Assuming an impact is still indicated, we assess the potential sources of an impact and develop a plan for identifying the source or sources responsible for the impact. These plans are designed by AEM with input from the appropriate regulators. Input from regulators at this stage is imperative to providing data that will be acceptable to the regulators.
AEM´s assessment plans are painstakingly designed to minimize assessment costs by focusing assessment activities where the most data can be obtained.
AEM implements assessment activities with constant reevaluations to refine the scope of the assessment based on any preliminary results. Frequent discussions with the appropriate regulators during the assessment minimize wasted effort and money.
In conjunction with the initiation of assessment activities at a facility, AEM attempts to identify any potential funding sources that may offset costs for the client.

Corrective Action Activities are known by many names, including Remedial Designs, Assessments of Corrective Measures, Corrective Action Plans, etc.
After defineing the nature and extent of impacts during the assessment phase of a project, AEM personnel evaluate alternative methods suitable for mitigating the impacts. As experienced engineers and geologists, we are able to think outside the box to develop site-specific, economical solutions.
Our focus on regultor relations allows us more flexibility in designing corrective measures to minimize costs to our clients.

Advanced Environmental Management, Inc. (AEM) has performed Water Quality and Methane monitoring services since 1992. AEM can perform monthyly, quarterly, semi annual, annual or one time event Methane Monitoring at facilities as required.
Landfill monitoring includes sampling multiple streams and/or other surface waters on a semi-annual basis at the different landfill facilities across Georgia. As such, AEM is well-qualified to coordinate sampling of the eleven surface water locations depicted in the RFP and to provide any additional sampling that may be deemed beneficial in the future.

The personnel to be assigned to this project have each been with AEM for a minimum of five years. These are experienced and dedicated people who know how to handle solid waste projects to the client´s benefit. AEM personnel are trained from day one to understand the importance of building and maintaining good EPD relationships.
These relationships have helped our clients repeatedly through the years. Our people are our greatest asset followed closely by our reputation and relationship with the EPD regulators.
AEM´s landfill monitoring services team will consist of a Principal Engineer (Darrell L. Webb, PE, REM), a Project Manager (Lorence T. Busker, PG), and a Field Services Manager (Eric A. Benton). Additional minor support will include administrative, field, and accounting personnel. This is the same team currently performing landfill services for all of AEM´s landfill monitoring projects including Chatham County.
